- Boil rice until just cooked. Rinse and drain.
- In a large bowl mix together both minces, cooked rice, onion, garlic, paprika, vegeta, egg, salt and pepper.In a large pot place the oil and flour.
- Stir over heat until hot and add the capsicum. Cook stirring for 1 minute then slowly add water, enough to come halfway up the sides of pot.
- Add in the extra vegeta and some salt and pepper. Bring to the boil. Once boiling, stir in the tomato paste and reduce heat.
- Shape meat mixture into balls a bit smaller than a tennis ball and carefully drop them in the liquid.
- Turn up heat, if needed, to bring the mixture to just boiling then reduce heat and simmer for around 1 and a 1/2 hours.
- Check for seasoning!Serve in large bowls with fresh bread for dipping.
