- In a heavy pan, heat oil add the beef and cook until brown. transfer browned beef into a bowl.
- Lower down heat. Sautee onion and garlic until golden. Stir in paprika and flour and cook, stirring.
- Whisk in vinegar and tomato paste cook for 1 minute.
- Stir in broth, beef, potatoes, carrots, bell pepper and bay leaf. Bring to a boil. Cover and simmer for 50 minutes to 1 hour or until the beef is tender.
- Stirring occasionally. Season soup with salt and pepper. Serve warm.
