• 1 cup self-rising flour
• 3 Tablespoons sugar, divided
• 3 1/2 Tablespoons cold butter
• Zest and juice from one orange
• 1/2 cup half and half
• Glaze
• 1 Tablespoon orange juice
• 2/3 cup powdered sugar
