- Preheat oven to 400 degrees. Place bell peppers on a cookie sheet and roast for about 10-15 minutes .
- Remove from the oven, place in a bowl and cover tightly with plastic wrap.
- Let the peppers sit until cool enough to handle .
- Rub the skins off, discard the seeds and veins, and slice into thin strips.
- Place bell peppers in a bowl with remaining ingredients, stir, cover, and refrigerate until ready to serve.
