- Mix the minced meat with the other ingredients.
- Shape the dough into rounded long cylinder. On a floured surface, cut the cylinder into circles. Press palm down on each piece to form a flat circle.
- With a rolling pin, roll out a circular wrapper from each flat disc. Place a tablespoon of filling in the center of each wrapper and fold the dough in half, pleating the edges along one side.
- Heat water in a wok, place grid over it, spread some cabbage leaves over the grid and put the dumplings on them.
- Mix all ingredients in a small bowl and use this sauce to drizzle over the dumplings along with some sliced red hot chilli pepper and some parsley, or to dip the dumplings in it.
