  • Pour the milk into a medium saucepan and whisk in the dry ingredients.
  • Cook over medium heat until mixture thickens, stirring constantly, about 5 minutes.
  • Remove from heat and stir in chocolate chips and vanilla until the chocolate chips are melted and smooth.
  • Refrigerate for about 1/2 hour. Gently fold in Cool Whip and crushed Whoppers until well incorporated.
  • Spoon filling into prepared pie crust. Top with halved Whoppers. Chill.
