In a bowl, mix all the dry ingredients: flour, sugar, baking powder, and cocoa powder.

Finally, gradually incorporate the dry mixture into the wet mixture in three additions until you achieve a homogeneous batter.
Add the chocolate chips, mix well, and pour the batter into a greased rectangular mold. Bake for 55 minutes at 350°F (180°C). Check with a toothpick before removing. Once out, let the cake cool.
